The executive director of the Orange County Industrial Development Agency stated that the state-appointed monitor vetoed Amazon’s financial incentives due to pressure from State Senator James Skoufis (D, Cornwall).
Senator’s Law Requires Monitor Oversight
Senator Skoufis enacted a law mandating a three-year monitor for the IDA, funded by the agency, to review its decisions.
Bill Fioravanti, the IDA’s director, said the monitor, Brian Sanvidge, rejected the PILOT agreement the board had approved, doing so 15 days past his decision deadline.
Political Pressure Affects Decisions
Fioravanti accused Skoufis of wanting a political win, saying the monitor’s decision disappointingly reflects the senator’s influence.
He expressed that the IDA expected validation for their proper practices, but instead, the monitor acted as an extension of the senator.
Financial Impact of Vetoed Agreement
The PILOT arrangement would have allowed Amazon to save $80 million over five years, money that could benefit local taxpayers.
Skoufis argues that without this incentive, those funds would go to the community instead.
